FARGO, N.D. (AP) — The Federal Bureau of Prisons says convicted North Dakota killer Kyle Bell was moved out of a federal "super max" prison because he doesn't need heavy security. The bureau explains the transfer in a letter to Sen. Byron Dorgan, who last month called Bell's transfer inappropriate. Dorgan still calls the move "just plain wrong."
