    FARGO, N.D. (AP) - A group studying permanent flood protection for the Fargo-Moorhead area is recommending a Red River diversion project on the North Dakota side, just as the region wrestles with flooding for a second straight year.

    Day two of work on temporary flood protection in Lisbon is moving along quickly as the town plans for two crests. Crews are building more clay levees, closer to the river, because of a lack of volunteers filling sandbags.
