Flags to fly at half-staff for fallen North Dakota soldier
BISMARCK, N.D. (AP) — North Dakota Gov. Jack Dalrymple has directed all state government agencies to fly the U.S. and state flags at half-staff in honor of a National Guard member who was killed earlier this month in Afghanistan.
