Former North Dakota gov. to give speech at South Dakota oil conference
RAPID CITY, S.D. (AP) — Former North Dakota Gov. Ed Schafer will be the keynote speaker at a one-day conference in Rapid City this week about the Bakken oil boom and opportunities for western South Dakota businesses.
