Soil not dense enough to support flood wall
Moorhead, Minn. (WDAY TV) - Less than two weeks after Moorhead crews spotted a major flaw in a flood wall, engineers say they now know what went wrong, and who is responsible. Construction crews have removed the two flawed flood walls and now they're just finishing up on the footing.
