High-risk Sex Offender Moves to Rural Grand Forks

A level 3, or high-risk sex offender has moved to Grand Forks, the Sheriff's Department said.
Robert Torres Salinas has moved to rural Grand Forks at 1850 Brenna Ave. He is described as a Hispanic male, 6' tall, 300 pounds, with black hair and brown eyes.
Salinas was convicted for the rape of an eleven-year-old Polk County girl in 1996.
Level 3 sex offenders are contacted at least every three months to verify their status.
