City administrator Shane Kessel tells the Dickinson Press that engineer William Watson was a hard worker and put in a lot of hours, but the issue was "more about customer service than anything else."
A telephone listing for Watson could not be found.
The western North Dakota oil patch city plans to hire a private firm to take over engineering duties. Kessel says there's a backlog of projects that need attention.
