BISMARCK, N.D. (AP) — A group of parents has submitted a proposal for a petition that could prompt a public vote and mandate that North Dakota public schools start after Labor Day.

Secretary of State Al Jaeger said it's the first step in the process. His office and the attorney general's staff have up to seven days to review the proposal and draft petition language. Then the people behind the effort could start gathering signatures.

"If it's acceptable, then it's ready for circulation to obtain signatures," he said Monday.

The group hopes to put an initiated measure on the November 2014 ballot. Proponents would need to collect about 13,450 signatures to force a vote.

Each school district is currently free to set its own calendar, including the starting date for the academic year.

Bob Streibel, of Bismarck, the contact person for the effort, said students often get out of class in mid-May when it's cool and wet and have to return in the heat of mid-August.

"So this is a way to get children and families to have a summer," he said.
