State Board of Higher Education violated open meeting laws

Fargo, ND (WDAY TV) - The State Board of Higher Education violated open meeting laws when it met to talk about buying out chancellor Ham Shirvani's contract. That ruling came today from Attorney General Wayne Stenehjem.

Fargo, ND (WDAY TV) - The State Board of Higher Education violated open meeting laws when it met to talk about buying out chancellor Ham Shirvani's contract. That ruling came today from Attorney General Wayne Stenehjem.

Stenehjem says parts of a 77 minute session were improperly closed to the public. Shortly afterward, the board voted to go ahead with the nearly $1 million dollar buyout.

It's not the first time Stenehjem ruled that the board met illegally. In a May, Stenehjem called 2 meetings improper. He said the board's violations of open meetings laws are "pervasive." He required all board members to complete training to avoid more violations.
