City to step in when rain keeps residents from mowing lawns

At what point can a neighbor's complaint of an overgrown yard cause the city to hold a property owner accountable?

Just this week there were 30 some complaints of unkempt yards in Fargo and West Fargo. One of them is here at the intersection of 9th avenue and 10th Street south.

Jim Stewart has a front yard view he'd rather not have.

Jim Stewart, Fargo Resident: "It's been a mess and a headache off and on now for a couple of years. Cost me money just to keep my yard sprayed, look over there and all of those dandelions are blowing over here and growing."

As if the hundreds of dandelions aren't bad enough, take a look at all of the weeds. A neighbor calls this yard an eye sore.

Stewart: "It doesn't look very good."

Apparently other residents think so too. Myron Berglund, Fargo's Environmental Health Director has received multiple complaints.

Myron Berglund, Environmental Health Director: "Once we get a complaint we go out and take a look at it, confirm that it's in violation."

In order to be in violation…

Berglund: "Thirty percent of the lawn has to be 8 inches or more."

If they're in violation property owners can then expect a letter, like this one, in the mail.

Berglund: "If they don't mow it within five days, the city will be mowing and charging it back to them."

A hefty fee. The cost varies per property, but averages between $50 to $100. Berglund says trimming the overgrown lawns is about more than just aesthetics.

Berglund: "We don't want the vermin, insects and rodents to develop in the neighborhood."

As I mentioned the home I'm at is in violation. The property owners had until today to mow the grass, but as you can see that didn't happen. So now it's up to the city to follow through and have a company come and mow the property.
