MEDORA, N.D. (AP) — The state Board of Higher Education is scheduled to meet behind closed doors to discuss the contract of beleaguered University System Chancellor Hamid Shirvani.

The board plans to convene in executive session at 9 a.m. Monday in Medora, where the group is holding its annual retreat.

Bismarck attorney Jack McDonald, who represents the state's new organizations, told The Forum Newspaper that the gathering could be a violation of the state's open meetings laws.

University system spokesman Linda Donlin said Sunday that McDonald's criticism is "unwarranted and premature" and the board will meet in private as planned.

Shirvani has been blasted by some students, faculty and lawmaker for his management style. He says he was given a mandate to overhaul the higher education system and fix problems, including low graduation rates.
