FARGO, N.D. (AP) — The student representative on North Dakota's Board of Higher Education says it was a rare achievement when all 11 state campuses supported a change in the formula used to fund the state's public colleges and universities.

Sydney Hull tells the Forum newspaper (http://bit.ly/11jx3vH ) he believes the change will lead to more transparency and efficiency in the system. He says the change could provide the best funding model the university system has ever had.

The North Dakota Legislature this year approved a bill to fund the schools based on the number of credits completed, rather than relying on past payments and student enrollments.

The measure's main sponsor, Sen. Tim Flakoll of Fargo, says the main advantage of the new formula is it's based on the actual cost to deliver academic programs.
