FARGO, N.D. (AP) — A group that handles accreditation for North Dakota colleges says it is investigating a complaint by a former college president over the state's higher education leadership.

Former Valley City State University president Ellen Chaffee filed the complaint in April with the Higher Learning Commission, which approves programs for 1,000 colleges in 19 states.

Chaffee says Chancellor Hamid Shirvani has been ineffective since he took over the job a year ago and believes it could hurt accreditation of some programs.

Linda Donlin, a spokeswoman for Shirvani, says university system officials are confident that the commission will find that the complaint lacks substance.

The Forum newspaper reports (http://bit.ly/14BhXG5) that Shirvani and state Board of Higher Education President Duaine Espegard have until June 15 to respond to the allegations.
