Dalrymple vetoes bill on special home rule elections

BISMARCK, N.D. (AP) — Gov. Jack Dalrymple has vetoed a bill that would allow special elections on home rule charters.

BISMARCK, N.D. (AP) — Gov. Jack Dalrymple has vetoed a bill that would allow special elections on home rule charters.

Dalrymple in his letter to House Speaker Bill Devlin of Finley says that home rule charters have a tendency to involve the incurring of debt and increased taxation to service the debt.

Dalrymple says special elections typically have low turnouts, and questions of such importance should be considered during an election in which a substantial number of voters will participate.

He says a county special election would undoubtedly result in an extremely low turnout.
