Moorhead, MN (WDAY TV) -- A Moorhead man is charged with beating an 11-year-old girl sometimes up to 10-times a day.
24-year-old Tyler Otterson is out on bail in Clay County after he was arrested on Wednesday.
Bill Bergquist/Clay County Sheriff: "When we talk about child punishment, it's what's reasonable."
24-year-old Tyler Otterson is charged with what's considered unreasonable - felony malicious punishment of a child.
Authorities say he used a belt to beat an 11-year-old girl he knew, leaving bruises, and sometimes spanked her up to ten times a day.
Bergquist: "Do you want to spank them to the point where you leave a mark? No. Do you pick up an item to use on them, no."
We tried to talk to Otterson at his Moorhead apartment, but he refused to go on camera. Court documents say Otterson and the victim's mother once used duct tape on the girl's mouth and hands before hitting her.
Carol Beckstrom/Clay Co. Social Services Supervisor: Not only does that affect a person or a child physically, but the mental and emotional part of that can be a lifelong issue."
And although Clay County social services has seen 140 physical abuse reports in the last year, cases this serious are extremely rare.
Beckstrom: "We just don't get very much of the restraints, or things like duct tape, no."
So both social services and law enforcement urge people to think twice, before letting anger get the best of them.
Beckstrom: "we would prefer all parents use different types of discipline other than spanking."
Bergquist: "Whether it's grounding, taking something away from them."
And if a situation gets to be too much to handle, don't be afraid to call for help.
Both Moorhead Police, who are investigating the case, and the Clay County Attorney's Office, would not comment. If convicted, Otterson faces up to 5-years in prison.
