The vigil is scheduled for 7 p.m. Tuesday at Holy Cross Lutheran church.
Craft tables will be available for those who want to write a note or light a candle in memory of a friend or loved one.
Police say a 34-year-old Oakdale man randomly fired at passing vehicles Monday evening in a neighborhood in the St. Paul suburb.
A boy riding in a vehicle with his mother was killed. His 39-year-old mother was injured. A 68-year-old woman in another vehicle was shot in the hand.
Police are holding the suspect on suspicion of second-degree murder and first-degree assault.
