UND president challenging office project

BISMARCK, N.D. (AP) — University of North Dakota President Robert Kelley is challenging a proposal to create office space for University System Chancellor Hamid Shirvani on the campus.

BISMARCK, N.D. (AP) — University of North Dakota President Robert Kelley is challenging a proposal to create office space for University System Chancellor Hamid Shirvani on the campus.

The Grand Forks Herald reports that the $11.5 million building was to be dedicated as an information technology facility. But a new proposal would displace those cubicles for IT staff with an office for Shirvani, a board room, a reception area and other space.

Kelley says in a January memo that the University System did not have authority to approve and proceed with any changes without legislative approval.

But State Board of Higher Education President Duaine Espegard says it's a University System project, which has authority over UND. He says the change does not change the cost or size, so no other approval is necessary.
