DICKINSON, N.D. (AP) — Dickinson State University has announced that it has agreed to pay a $32,500 penalty to the U.S. Department of Education for not completing an enrollment data survey on time.

The Dickinson Press reports that DSU had appealed the penalty, but it was rejected.

The Department of Education fined the school after it found DSU had failed to respond and submit an enrollment survey during the 2011 collection period.

DSU President D.C. Coston says he is disappointed the appeal was rejected, but encouraged the school is moving forward after an enrollment scandal that plagued the university before Coston's tenure began in 2011.

A state audit found that the school had been giving diplomas to Chinese students who didn't earn them and padded enrollment numbers. .
