(WDAY TV) -- A cable provider in North Dakota has skirted for at least a year, new federal rules, hushing excessively loud TV commercials.

Congress passed the CALM Act two years ago. It requires cable providers and TV stations keep commercials the same volume as programs. The rules went into effect December 13th.

But Cable Services Incorporated, that serves Jamestown and Valley City, applied for a waiver. The FCC is giving smaller systems more time, because of the cost for equipment. Some estimates put it at 100 thousand dollars to make the switch.
