Grand Forks, ND (WDAY TV) -- The demand for growth is strong in Grand Forks, but so is the grip of people who control land on the city's southern outskirts.
A group researching the issue for the city says new development is slowed by a small handful of landowners. City officials say they're not ok with waiting, since demand is growing faster than supply.
To solve the issue, the city is now looking into incentives for landowners,
easing property taxes and special assessments.
