Coon Rapids snake breeder battles city over ordinance

COON RAPIDS, Minn. (AP) — My house. My snakes.

That's the bottom line for Scott Nellis as he battles the city of Coon Rapids over his breeding business. Nellis has been breeding snakes, lizards and rodents at his home in Coon Rapids for 16 years. But recently he's been fighting the city to continue the hobby he loves.

Coon Rapids has changed a local ordinance and now prohibits boas and pythons. Nellis believes his business should have been grandfathered and exempt from the new ordinance.

KMSP-TV says Nellis is in the process of appealing a citation for running a business in a residential zone. Nellis believes another new ordinance introduced this month that seeks to limit domestic animals to 12 is aimed to shut him down. Currently, he has about 300 reptiles and rodents.

Nellis says it's his house, his hobby and his private business.
