BISMARCK, N.D. (AP) — A university study ranks North Dakota high in encouraging the development of business entrepreneurs.

The 50-state study rates North Dakota No. 2, behind Massachusetts. The other states in the top five are California, New York and Minnesota.

North Dakota was ranked eighth the last time the University of Nebraska's bureau of business research did the study in 2010.

North Dakota Commerce Department director Alan Anderson says the state puts on competitions in an effort to foster new business development. He says an effective economic strategy is trying to encourage internal growth.
