Secretary of State Al Jaeger says North Dakota law requires that the ballots be ready 40 days before the election.
Jaeger says people who've made up their minds can fill out absentee ballot applications at their county auditor's office and vote right now.
He says applications are also available on the secretary of state's website.
Normally, Jaeger says more than one-quarter of North Dakota voters mark their ballots before Election Day. However, he says there's no evidence that early voting increases turnout.
