Father of Duluth teen killed by police suing city

DULUTH, Minn. (AP) — The father of a Duluth teen shot and killed by a police officer says he's suing the city, alleging authorities mishandled his son's situation.

DULUTH, Minn. (AP) — The father of a Duluth teen shot and killed by a police officer says he's suing the city, alleging authorities mishandled his son's situation.

Seventeen-year-old Joseph Carl was fatally shot near his home in August of 2010. A prosecutor's review determined the shooting was justified after Carl violently attacked an officer's squad car with a baseball bat.

In his civil suit, Anthony Carl alleges negligence led to his son's death. An officer cited the teen for underage drinking and drove him home. As the officer was leaving, the teen grabbed a bat and began swinging at the squad car, shattering the windshield and breaking the driver's side window. The Duluth News Tribune says the officer, Jeffrey Keast, shot Carl after he refused orders to drop the bat.

Duluth Police Chief Gordon Ramsay says there was no wrongdoing.
