Fargo, ND (WDAY TV) -- Animal advocacy groups that you might assume would be on the same side of a proposed animal cruelty measure are, in fact, at odds over it.

Wednesday's Forum features Robin Huebner's first piece about major divisions over the animal cruelty measure proposed for the November ballot in North Dakota. It calls for a Class C felony for the most horrendous forms of animal cruelty, including burning, crushing, and poisoning of dogs, cats and horses.

One group is prepared to call for a "No" vote if it gets on the ballot, and several animal shelters think there's a much better approach.
