Fargo, ND (WDAY TV) - A 19 year-old Fargo mother is facing child neglect charges. Her one year old daughter is in protective custody, after Social Services found the baby with traces of drugs in her system. Police say the child's home was dirty, and dangerous.

Police say a 1 year-old girl was being raised in a rental home in the 1400 block of 1st Avenue North. They say the basement apartment was filled with dirt, garbage, and food containers, and the toilet wasn't working.

Lt. Joel Vettel – Fargo Police: "Our number one concern is certainly the safety of the child."

Police say 19 year-old Amber Helps faces charges for child neglect, or abuse. She faces up to 5 years in prison. Police alerted social services after they were called to the home on an unrelated call.

A social services worker took the child from the apartment after discovering the unsanitary conditions, and exposed electrical wires. What's perhaps most shocking, the child's hair tested positive for meth.

Lt. Joel Vettel: "The child that is being breastfed obviously is taking in the nutrients of the person providing that to them, that's certainly a way a 1-year-old could have that in their system, it also could be from the second hand exposure."

Police say Helps was also charged for having drug paraphernalia and marijuana. There's a warrant out for Helps arrest.
