It hits you the instant you go outside in Perham…the strong, putrid smell. It's coming from the waste-water treatment plants. The city's Public Works Director says it smells so bad because the treatment plant just can't handle the population increase. He says they're planning a 2 point 4 million dollar expansion to tackle the problem. For a temporary fix, they're pumping oxygen into the water. He says they can't put too much money into chemicals to stop the smell, with the expansion right around the corner.
Merle Meece – Public Works Director: "You can smell it when you get out of your vehicle, you can smell it outside your house. A lot of people, when it gets nice out, like to have their windows open, most of the time you're not going to do it because of the smell coming into town. "
The Public Works Director says they hope to start construction later this year.
