Children seized after being strapped to hood of moving car

In Indiana four children are with child protective services after allegedly being strapped to the hood of a moving car. The kids are between the ages of 4 and 7.
The kids say the adults asked them if they wanted to ride on the hood and they said "yes" because it sounded fun. Witnesses saw the car pull onto the street with the kids strapped on the hood and they called police.
A US marshal in the area pulled over the car, arresting the male driver and taking a female passenger into custody. The mother of the children says she's livid.
