Police found the woman cradling the apparently unconscious 4-pound Yorkshire terrier in her arms Friday. A veterinarian says the dog, Bentley, is expected to recover.
The 28-year-old suspect was cited for misdemeanor animal cruelty.
Police responded after a neighbor reported seeing the man throw the dog "numerous times," causing it to yelp.
The suspect told officers the dog belonged to his wife. The woman told them she didn't know what happened, and that she'd come from work to find the dog twitching, apparently unconscious and with blood seeping from its ears and mouth.
A St. Paul Pioneer Press report (http://bit.ly/KljxjG ) says the suspect declined to speak to police.
