After several complaints from land and homeowners in the Oxbow, Hickson and Bakke region, the Diversion authority approved the first draft of its hardship policy this evening. The authority says hardship applications are encouraged for anyone in the buyout area facing difficulties.

It was determined that few, if any of the homes, were appraisable. The authority also created an early acquisition subcommittee. The committee will help implement the program and serve as a review group.

Dennis Walaker – Fargo Mayor: β€œIt's impossible to get an appraisal down there and if you can't get an appraisal you can't get a mortgage. It proved the points that had been made before.”

It's still unclear on where the funding will come from if there are hardship buyouts.
