Grand Forks, ND (WDAY TV) -- The North Dakota Supreme Court is upholding the dismissal of a lawsuit against Grand Forks over traffic fines.
The ruling states even though fines contradicted state law, Bruce Mills did not initially challenge the fines and therefore could not appeal to a higher court.
Mills was cited for careless driving in 2004 and got a 166 dollar fine. State law puts the fine at 30 dollars.
