Valley City, ND (WDAY TV) - A federal lawsuit has been filed against the city of Valley City and 2 of its police officers. Cheryl Schultz is seeking 50-thousand dollars in damages, after she says she sustained permanent injuries while handcuffed.

In March of 2009, Schultz was arrested for drunken driving. The lawsuit states, at that time police couldn't remove one of the cuffs and had to use an electric grinder to get it off.

Schultz says it caused 2nd degree burns.
