Moorhead, Minn. (WDAY TV) - The Moorhead city council rejected a petition last night to repeal a controversial ban on the sale of drug paraphernalia.

The City Clerk recommended the rejection after 1,797 signatures of 2,915 submitted were found to be invalid. Discontent owner Tom Tepley organized the petition drive with other smoke shop owners.

If names were not legible, if the person wasn't a moorhead resident or if they weren't registered to vote, the signature was found to be invalid. It took 6 days, 191 hours, 5 city staff members and 8 Moorhead police volunteers to complete the petition review.

Some are questioning the use of police officers because it could be a conflict of interest. Petition organizers now have 30 days to correct the non-compliant signatures.
