A new development in Congress may allow the Keystone XL Pipeline to move forward after all. The Congressional Research Service released a study, concluding Congress has the constitutional right to legislate permits for cross-border oil pipelines. This allows lawmakers to draft legislation to overturn President Obama's decision to halt the project. Senator John Hoeven says the project will create thousands of jobs, boost the economy and lessen oil traffic in North Dakota.

John Hoeven (R) North Dakota: "We'll advance new legislation now this next week. We'll work on it this work and over the next weeks and come back and try to get it approved by Congress so we can get the pipeline project going.”

If passed, President Obama can still veto that legislation.
