Authorities say they were in Redby when they spotted the white Pontiac Grand Prix driven by Head. A Red Lake police officer saw Head violate a traffic regulation and tried to stop her, but Head continued driving for about a half mile, stopping at the home of Clark's father.
Clark is facing one count of second-degree murder and two counts of assault with intent to commit murder.
The charges stem from a shooting between two groups of men in Redby in November on the Red Lake Indian Reservation.
22-year-old Julian Demarrias was killed; two other men in Demarrias' vehicle were injured.
The FBI is still looking for a second suspect, Cruze Anthony White.
