(WDAY TV) - "Hope and caution" marked the state of the cities address this morning. Moorhead and Dilworth cited more optimism for 2012.

Moorhead Mayor Voxland says the state's 900-million dollar budget surplus could mean more money trickling down to local cities. Meantime, mayors in Fargo and West Fargo voiced concern over the threat of a June ballot measure that seeks to eliminate property taxes.

Dennis Walaker says the idea sounds appealing, but it could devastate local governments. The local Chamber of Commerce is also opposed to the idea.
