In a State of the County address, Clay County commissioners say the toughest challenge of 2011 was dealing with the Homestead Value Market Credit cuts. Taxpayers are now paying more money for property taxes. Before, the state spent around $3.6 million helping Clay County taxpayers cover costs. Now, another program is in place, which is the Homestead Market Value Exclusion. It's changing the way properties are assessed for taxes.

Chair Jon Evert – Clay County Commission: “In order to lower the property valuation on some properties, you have to lower others in order to get the desired levy."
