This winter's above average temperatures mean a possible break from flooding for Lisbon in the spring. Heavy snowfall can lead to flooding, something Lisbon has seen for the past three years.

Since 2009, the city experienced record flooding. Last year, the Sheyenne River reached 21 feet. Its normal level is four to six feet. Flood stage is 13 feet. That's where the river is at right now and city officials hope it stays that way into spring.

Mayor Ross Cole – Lisbon, ND: "I mean this weather is great because by this time last year, we had a lot of snow, this year we have none so I'm optimistic that we might get thru the winter with little or no flooding I sure hope so anyway."

Lisbon is three million dollars in the hole due to flooding in recent years.
