Editors recognized Fargo for its outdoor recreational opportunities, cultural environment, affordable housing, low unemployment rate and friendly community. They say the city embraces the cold weather with events like Winterfest and sleigh rides.
Anchorage, Alaska took the number one spot, Bozeman, Montana took third and St. Cloud, Minnesota fifth.
