A Pelican Rapids man is dead after falling off a make-shift party bus Halloween Weekend. Raul Patino died at Sanford Health in Fargo, complicating the investigation by the Otter Tail County Sheriff's office. Now, facing a unique situation, they're deciding what, if any charges should be filed.

Law enforcement officials say more than a dozen people were partying on this converted school bus the night of October 30th when the 24 year-old Patino fell out the back door. The Sheriff's office says the bus was registered as an RV and belongs to the people that own this property just east of Erhard. We knocked on the door, but nobody answered. The Sheriff's department calls this type of incident very rare and is speaking out against this kind of risky behavior

Stacey Paulseth – Chief Deputy, Otter Tail County: “It's a bad idea, obviously anytime you are transporting people who have been consuming alcohol their mental status isn't always there.”

Patino fell of the bus here, a few miles southwest of Pelican Rapids, just south of County Road 28. But still, after several days, the details of what happened that night remain unclear.

Stacey Paulseth: “When the initial report came in, some time had elapsed before we were able to determine that he had been on a vehicle that had been going down the road.”

The Sheriff's office is not saying why nobody on the bus discovered Patino was missing or saw him fall off the bus. But it did say it does not appear any foul play was involved. The Sheriff's Office will consult with the State Patrol on possible charges, but nothing has been determined yet.
