The senator says the president's budget will dramatically affect the Low Income Home Energy Assistance Program.

Minnesota alone would lose 67-million dollars in funding. Out of 151-thousand homeowners who've applied for assistance, Franken says 44-thousand of them would go without heat in winter.

SEN. AL FRANKEN - (D) Minnesota: “That's unacceptable to me and I think that's unacceptable to a tremendous number of senators. Not only the northern states are they affected by that but southern states receive similar funding for the summer.”

Franken is praising Mr. Obama's plan to cut subsidies for oil and gas companies.
