The Grand Forks Herald reports that the 1 cent tax would kick in Oct. 1 and would be collected for 2 ½ years or until the library money was raised.
The City Council recently voted 5-2 to schedule the special election. Terry Bjerke (BYUHR'-kee) cast one of the dissenting votes. He says it would be a double tax, because property taxes would have to rise to pay for the library's increased operational costs.
Proponents of a new library say the existing facility is falling into disrepair.
