MINNEAPOLIS (AP) — Republican Tom Emmer's plan for education mirrors many proposals from Minnesota's current governor and also would give districts power to petition for exemptions from state requirements.

The GOP nominee spelled out his goals for education policy Wednesday during a speech at the University of Minnesota's Humphrey Institute. Some of the ideas were previously promoted by Republican Gov. Tim Pawlenty.

They include performance pay to reward top teachers, periodic evalution of teacher tenure and avenues for non-traditional teachers to get into the classroom.

Emmer also called for a process where schools could seek permission to forgo certain mandates, such as collective bargaining laws limiting district powers to transfer teachers.

Emmer faces Democrat Mark Dayton and the Independence Party's Tom Horner in November's election.
