Troy McCall, CEO of PRACS Institute's corporate owner, would not comment on the cuts.

PRACS pays people to take part in medical trials as part of research on new drugs. It was formed in 1983 in Fargo and later was involved in a merger of several similar firms.

James Carlson, who founded the company and is still involved with it, says he is mad about the layoffs.
