Leaders not sure how to fund ND diversion

Fargo, ND (WDAY TV) - Now that area leaders have made a decision, picking a North Dakota diversion for flood protection, the next question is how will they pay for it? There is some concern about where the money will come from.

Now that area leaders have made a decision, picking a North Dakota diversion for flood protection, the next question is how will they pay for it? There is some concern about where the money will come from.

To cover the 1.3 billion dollar project, money will have to come from several different places. 100 million dollars will be paid by Fargo's sales tax. Cass County will give 10 million dollars. A special assessment may be put in place to raise more money, costing an average homeowner $203 a year.

“So it's difficult to fund this type of a project using general obligation bonds. You almost have to use special assessment bonds.”

In part, area leaders are counting on federal and state funds.

“I mean, it's just going to have to happen. We're going to have to be diligent in reminding the state of the importance of this investment.”

Governors Hoeven and Pawlenty are keeping in touch regularly to figure out how both states can help, but for some, that's not too reassuring.

“The governor doesn't tie the hands of our legislature.”

But as of today, two representatives from the state legislature say they're on board and they think the same answer will come from others in Bismarck.

“I think you're going to find more support than you may anticipate, based on the realization of the importance of this area to the entire state.”

Leaders are certain they'll come up with a payment plan, for now, they're just happy that they're on the road to permanent flood protection. Another 2.6 million dollars needs to be raised immediately, that covers costs for the corps of engineers to finish its study of the diversion plans. The final plan will be presented to congress in December.
