City officials had planned to start sandbagging operations Wednesday but changed their minds when the Sheyenne River began dropping.
Mayor Mary Lee Nielson says the river will not be anywhere near major flood stage, though a flood warning continues for the area.
Last year the river hit a record level in the city at 20.6 feet. The National Weather Service predicts that this year it will rise to near minor flood stage of 15 feet Friday morning.
