Richland County manager signs emergency declarationWahpeton, ND (WDAY TV) - Richland County is hoping for the best, but preparing for the worst flood this spring, at least on paper.

Today, the county emergency manager signed an emergency declaration to prepare for a spring flood. That means they will have access to all the state and federal help they need during any flooding.
This is an earlier than usual declaration. Last year, they signed it March ninth.
"When you look at what we're doing now, we're able to be a bit more proactive and then turn around and start moving some sandbags this week now and start getting them into some critical places where we need to get them in."
On February 24th, there will be a pubic meeting at 9 am to identify the flood issues in the county. And on March first, another meeting with the National Weather Service and Army Corps at the Wahpeton Community Center at 7 pm to talk about the flood outlook.
