Minn. pair accused of cuffing kids to weight set

BLOOMINGTON, Minn. (AP) — Authorities have arrested a Bloomington man and his sister on accusations they used handcuffs to punish two young children in their care.

BLOOMINGTON, Minn. (AP) — Authorities have arrested a Bloomington man and his sister on accusations they used handcuffs to punish two young children in their care.

The pair is scheduled to appear in court Tuesday on a tentative charge of malicious punishment of a child.

Prosecutors say the man and woman handcuffed an 8-year-old girl and her 7-year-old brother to a weight set in the garage for hours at a time. Police describe the pair as the children's guardians.

The children told police they were restrained several times. The boy told investigators he wet his pants once because no one would release him to let him use the bathroom.

An elementary-school teacher notified police two weeks ago after the girl told her about the alleged abuse.

The complaint says the guardians acknowledged handcuffing the kids at least once.
